Designing the pattern of universal health insurance coverage in Iran with the Balanced Score Card approach

Abstract

Aims: This study aimed to provide a suitable model for achieving universal health insurance coverage in Iran with the Balanced Score Card approach.
Methods: This mixed method study was done in 2022-2023. Literature review and comparative study were conducted to design researcher-made questionnaire. Totally, 400 people from insurance program executives, health insurance managers were selected from all over the country, using available sampling method. Data analysis was done using SPSS-26 and AMOS-24 software using exploratory and confirmatory factor analysis methods of the study and goodness of fit indices such as chi-square, relative chi-square, mean square error of estimation and other relevant indices.
Results: The results of the study showed that the financial and the customer factors had the highest and lowest impact in the proposed model of universal health insurance coverage based on the BSC approach in Iran with standard coefficients of 0.680 and 0.601, respectively. The final model of achieving universal health insurance coverage in Iran was evaluated as suitable in 4 dimensions of activity/process, financial, growth/learning and customer.
Conclusion: In order to succeed in achieving universal health insurance coverage, factors related to financing dimension should be the first priority of policy makers and planners in the country's health sector. Also, due to the suitability of the proposed model, the factors of the other three dimensions should not be neglected.
